Arizona ERAP Treasury Programs:Â
In response to the COVID-19 pandemic, the federal Consolidated Appropriations Act, 2021 authorized financial rent and utility relief for Arizona renters and landlords to be administered at the state and local level. Beginning on Tuesday, February 23, 2021, renters and landlords in the twelve Arizona counties listed below will be able to apply for the Emergency Rental Assistance Program (ERAP) using the online ERAP portal. Applications will be accepted through the program’s expiration on December 31, 2021 or until funding is exhausted.

Mesa Emergency Rental and Utility Assistance Program
The Emergency Rental and Utility Assistance Program was established in response to COVID pandemic financial impact to Mesa residents, funded through the U.S. Consolidated Appropriations Act of 2021. The program provides financial assistance to households financially impacted by COVID for rent and utility assistance to prevent eviction and homelessness.
The U.S. Congress recently passed a stimulus bill that allocates additional rental assistance funding for those who’ve been affected by the coronavirus pandemic. In an effort to provide the most efficient and effective process, the City of Tucson and Pima County are in the final stages of approving funding distribution and it is anticipated that the Community Investment Corporation (CIC) will administer funding. This program allows for both Landlords/Property Managers AND Tenants to begin the application process and requires both parties provide information and documentation.
Arizona CARES+ Programs:
Renters struggling to make rent payments due to the coronavirus pandemic could benefit from $5 million in new state funding, Gov. Doug Ducey announced Friday. This rental assistance builds on Ducey’s March 24 executive order to delay evictions for those impacted — either quarantined or facing economic challenges — by COVID-19. The rental assistance funding is part of a Rental Eviction Prevention Assistance Program that will be administered by the Arizona Department of Housing.

COVID Crisis Rental Assistance:Â Maricopa County
The County’s Human Services Department will provide emergency assistance for up to a period of three consecutive months to households that meet the income requirements and demonstrate a financial hardship caused by the COVID-19 pandemic.

CDBG Rental and Utility Assistance:Â Maricopa County
Maricopa County residents experiencing financial hardship due to the COVID-19 Pandemic may be eligible for Community Development Block Grant Rental and Utility Assistance from the Human Services Department’s Community Services Division (CSD).

PHX CARES COVID-19 Emergency Assistance Relief:Â Phoenix Country
The City of Phoenix has assistance available for rent/mortage, water bills, and electricity bills. City of Phoenix residents are eligible, including if the primary applicant has refugee or asylee qualified status. PHX CARES (Community Action Response Engagement Services) is a pre-existing program.
Pima County has launched an Eviction Prevention Program to help individuals and families who’ve been affected by the COVID-19 Pandemic and are facing eviction. The program, which was announced in late August, will run through the fall, helping to disburse funds acquired through the CARES Act. Funding is being administered by the Community Investment Corporation with a number of other local nonprofit service agencies assisting tenants and landlords in processing their requests.
More than 1,600 households in Tempe and Fountain Hills could receive rent, mortgage or utility relief under a new program launched by Tempe Community Action Agency on July 1. TCAA is rolling out a $3 million rent, mortgage and utility assistance program to help households significantly impacted –either by quarantine, illness or economic challenges–by the COVID-19 health crisis.
The City of Tempe is offering nearly $2 million in emergency rent and mortgage assistance to those impacted by the COVID-19 pandemic. Applicants must live or work in Tempe and meet certain income requirements. Those approved for assistance can receive up to $10,000 or 6 months in assistance. Funds can be used for back payments and will count toward the $10,000 limit, however those months will not count toward the six-month limit.
The City of Tucson has allocated $4.5 million of federal CARES Act funding for an emergency rent and utility assistance program available to city residents.
